RPS-JV3, LLC is an SBA approved joint-venture partnership between Ross Professional Services LLC (RPS), Bell Federal Systems Inc (BFSI), and MTNT Intelligence Solutions, LLC (MTNT). In 2025, RPS-JV3 was awarded an OASIS+ Small Business Government-Wide Acquisition Contract (GWAC) by the U.S. General Services Administration (GSA).
The One Acquisition Solution for Integrated Services Plus (OASIS+) is a suite of government-wide, multiple-award, indefinite delivery/indefinite quantity (IDIQ) contracts designed to meet federal agencies’ needs for services-based solutions. Available to all federal agencies through a Delegation of Procurement Authority (DPA), OASIS+ includes a five-year base period with an optional five-year extension, offering a potential 10-year ordering period. Building on the success of the original OASIS and OASIS Small Business (OASIS SB) contracts, OASIS+ provides streamlined access to highly qualified contractors delivering complex, non-IT service solutions across the globe.
OASIS+ has an unlimited contract dollar ceiling, a five‐year base and one five‐year option contract period, and provides for long‐term planning for complex program requirements.
For use by all Federal and DoD agencies. Offers a low 0.15% fee of sales, based on obligation levels.

RPS-JV, LLC is an SBA approved 8(a) joint-venture partnership between Ross Professional Services LLC (RPS) and Bell Federal Systems Inc (BFSI). In 2021, RPS-JV, LLC was awarded GSA’s 8(a) STARS III Government Wide Acquisition Contract (GWAC). STARS III is a ‘Best-In-Class’ multiple-award IDIQ contract8(a) STARS III is a multiple-award indefinite-delivery/indefinite-quantity (MA-ID/IQ) contract designed to provide federal agencies with innovative information technology (IT) services- based solutions from award-winning 8(a) small businesses.
In addition to the general IT services scope, 8(a) STARS III includes two focused scope sub-areas: Emerging Technologies (ET) and OCONUS Place of Performance. 8(a) STARS III prime contractors in the ET scope sub-area have experience providing evolving state-of-the-art emerging technologies such as technological convergence, robotic process automation, autonomic computing, and more. Prime contractors in the OCONUS scope sub-area have experience providing IT services in an Outside the Continental United States (OCONUS) location.
$50 billion program ceiling and five-year base period with one three-year option
No protests on orders under $10 million, except on the grounds that the order increases the scope, period, or maximum value of the GWAC
Sole-source task orders up to the 8(a) competitive threshold
